In a news release, the Venezuelan government said its citizens should "postpone their travel or take precautions given the proliferation of acts of violence and crimes of indiscriminate hatred expressed last weekend in the towns of El Paso, Texas and Dayton, Ohio". The death toll in the El Paso shooting has since risen to 22.

El Paso police tweeted that the latest victim died early Monday morning at a hospital.

Patrick Crusius, 21, faces a capital murder charge, and prosecutors say they plan to seek the death penalty.

Uruguay is not the only South American country that is warning its citizens about travel to the United States.
