Scott declared a state of emergency for 35 Florida counties, from the Panhandle to Tampa Bay, activated hundreds of Florida National Guard members and waived tolls to encourage evacuations.

Meanwhile, Tropical Storm Leslie is forecast to strengthen into a hurricane on Wednesday. "We can rebuild your home, but we cannot rebuild your life", Scott said. "If you live along some of these rivers, you have to think the waters are going to come up there".

While Florence wrung itself out for days and brought ruinous rains, fast-moving Michael is likely to be more about wind and storm surge.

The Category 1 storm was centered about 390 miles (627 kilometers) south of Apalachicola and 420 miles (675 kilometers) south of Panama City, Florida.

About 3.7 million people are under hurricane warnings - in the Panhandle and Big Bend regions as well as parts of southeastern Alabama and southern Georgia.

Other Midlands counties were placed under a tropical storm watch Tuesday afternoon, including Lee County, Aiken County, Sumter County and Calhourn County. High surf warnings were in effect already at the Alabama coast.

As we wrote earlier today, as much as $13.4 billion of property reconstruction values stand in hurricane Michael's path. It is forecast by the National Hurricane Center to become a Category 3 storm before coming ashore on Wednesday in either the Panhandle or Big Bend area of the state.

The storm was located about 30 miles (48 kilometers) northwest of Cuba's western tip and 520 miles (837 kilometers) south of Apalachicola, Florida.

"Urgent warning about the rapid rise of water on the SW FL coast with the passage of #Irma's eye".

As Hurricane Michael barrels through the Gulf of Mexico and takes aim at Florida and the Carolinas, Richland and Lexington counties were placed under a Tropical Storm Watch, according to the National Oceanic and Atmospheric Administration.

The Florida State men's and women's swimming & diving teams will not travel to Christiansburg, Virginia due to the threat of Hurricane Michael. Gov. Kay Ivey said she feared widespread power outages and other problems would follow.

Emergency officials in both counties and statewide are closely watching the hurricane.

From Cedar Key to Crystal River, Florida, 6 to 8 feet of storm surge is forecast.

A top emergency manager expressed concern about storm preparations. The far-outer thunderstorm bands of Hurricane Michael will pass over the Florida Panhandle in the early morning hours Wednesday. By 8 a.m. Tuesday, top winds had reached 100 miles per hour (155 kph), and it was forecast to strengthen into a "major" hurricane, with winds topping 111 miles per hour (179 kph). He repeatedly and forcefully urged state residents to evacuate with an intensity not seen Tuesday. "I think that's what terrifies us about the potential impacts".
