Thursday's incident is the second this year where an Indian was shot dead in the US. He was carrying a 9mm handgun and a couple hundred extra rounds.

One victim died at the scene and two others succumbed to their injuries at the University of Cincinnati Medical Center, Isaac said.

Michael Richardson, who works in the bank building, told The Cincinnati Enquirer he started running when he saw the gunman shooting. There were people screaming "shooter!".

The Fountain Square often hosts concerts, dancing, food trucks and other events around lunchtime or in the evenings and is neighbored by a hotel, restaurants and retail shops. And Cranley said things "could have been much, much worse" without it.

Streets and sidewalks around the building were closed. Records indicate that Perez had lived at times in Florida and SC. A 37-year-old Louisville woman, Whitney Austin, is in stable condition after being shot 12 times.

Police Chief Eliot Isaac said that officers exchanged gunfire with the shooter, but it was not immediately clear if police shot and killed him or if he killed himself. "This is an epidemic of gun violence".

The gunman was later shot dead by the police.

The bank operates some 1,200 banking centers in 10 USA states. Officials say they are not sure of his connection with any surrounding businesses.

Federal and state agents were also on the scene as investigators swept the building.

By lunchtime, the normally bustling area was quiet and the Red Cross was handing out water and snacks to displaced workers in the 90 degree heat. There will be a moment of silence before the singing of the National Anthem.
