The two sides also discussed the ongoing efforts by India and the U.S. in promoting an Afghan-led, Afghan-owned and Afghan government-controlled reconciliation process, that brings together all ethnic groups and political formation in that country, the minister added.

US Secretary of State Mike Pompeo and Defense Secretary Jim Mattis are on an official visit to India with a top agenda priority of pressuring New Delhi to stop buying Iran's oil. "We have discussed terror emanating from Pakistan and have agreed that Pakistan needs to do a lot more to curb terror originating from it", Swaraj said.

"The landmark agreement deepens our military to military cooperation and our ability to share the most advanced defense technology, making us both stronger", Mattis said.

India's ties with Iran may also serve as a cause for U.S. sanctions.

The deal reflects growing ties between the US and India - the world's two largest democracies - both of whom are concerned about China's rising power. In 2016, the United States had designated India as a major defence partner after Indian Prime Minister Narendra Modi had met US President Donald Trump.

U.S. -India ties, she said, have reached "unprecedented heights".

US Secretary of State Mike Pompeo presents a statement to the media following a meeting in New Delhi, India, September 6, 2018. Sales of US military equipment to India have increased considerably over the past decade, and the United States is now India's second-largest arms supplier.

The COMCASA will also provide a legal framework for defence technology transfer between the USA and India and help New Delhi acquire critical platforms like Sea Guardian drones from the US.

At the same time, he said it was important that the trade barriers that are there, places that American companies' and American workers' products can't be sold here, be reduced.

Following the fresh developments in the region, the United States is now set on resolving the Afghan conflict through a political solution - with talks - and not a military one, the State Secretary had said, adding that Washington also hopes that Islamabad would play an active role in its attempt to do so.

Iran is India's third largest oil supplier after Iraq and Saudi Arabia.

But U.S. military sales to India have expanded rapidly - going from zero in 2008 to $15 billion this year. New Delhi is also concerned over recent United States move to increase tariffs on steel and aluminium imports from countries China and India.

"It comes down to trust".

The US has been indicating that it does not want India to finalise the deal with Russian Federation.

Though COMCASA will help India obtain critical defence technologies from the USA, there have been apprehensions here about allowing the United States access to sensitive military communication network. The largest of the exercises is the naval Malabar that has successively involved aircraft carriers and submarines of both countries. It will occur of the eastern coast of India in 2019.
