UK Lords Defeat May Over EU Agencies in Key Brexit Bill Vote

Emily Thornberry has plunged Labour's Brexit policy into fresh chaos after she said she wanted the United Kingdom to stay in the customs union after Britain leaves the European Union.

Britain's House of Lords on Tuesday voted to remove the date of Brexit from the front of key legislation on the process, the latest in a string of defeats for Prime Minister Theresa May's government.

Peers voted by 247 to 218 to require the government to negotiate a Brexit deal that keeps the United Kingdom in the European Economic Area (EEA), in a major reversal for Downing Street.

Labour's official stance was to abstain on the EEA amendment, but 83 of its peers rebelled against the frontbench.

This prompted Brexit minister Lord Callanan to actually agree with the remain-supporting peer for once, saying: "The amendment may have been tabled with one eye on the withdrawal agreement, but ministerial colleagues and I have been very clear throughout this Bill's passage, both within this House and in the other place, that this Bill's aim is just to create a functioning statute book as we depart from the European Union".

Writing in The Sun On Sunday, she said she had an "absolute determination to make a success of Brexit, by leaving the single market and customs union and building a new relationship with EU partners that takes back control of our borders, our laws and our money".

This is the 13th time in recent weeks that the government has been defeated in the House of Lords on the draft legislation that will formally terminate Britain's European Union membership.

Though all of the changes can be reversed when the legislation returns to the House of Commons, it's not clear there's a majority in the lower chamber to do so.

Labour spokesperson Baroness Hayter urged peers to vote in favour of the amendment.

Campaigners hope the so-called "Norway option" of EEA membership would soften Brexit by granting Britain access to the single market.

"We know beyond any doubt that for the purposes of this Bill we leave the European Union on March 29, 2019". In the past three weeks, peers have voted to compel ministers to seek a form of customs union with the EU, curtail ministerial powers and expand the scope of a meaningful parliamentary vote on the final deal.

Theresa May last week promised a "robust" response when the EU Withdrawal Bill returns to the Commons.

Peers voted by 311 to 233 to remove the government's fixed European Union "exit day" from the legislation, following an earlier vote to allow the United Kingdom to participate in EU agencies. Both houses have to agree on the final wording of the bill before it can become law.
