The girl's mother frantically called 911 around 3:30 p.m., screaming that her daughter was freezing outside on the porch.

The two year old later died at hospital.

"You're gonna carefully tilt the head back, you're gonna pinch her nose closed and completely cover her mouth with your mouth and blow two regular breaths into the lungs", says a dispatcher on the 911 call. Police in OH are investigating the death of a toddler found "frozen" on her front porch.

Police in Akron, Ohio, are investigating how a 2-year-old girl died after she was found unresponsive outside an apartment in freezing weather.

Results from an autopsy are expected soon - the medical examiner's office however said she suffered from severe hypothermia.

A police statement noted that the father "works a night shift job and fell asleep".

The Summit County Medical Examiner's Office identified the girl Monday as Wynter Parker, according to FOX8.

They had very few three-pointers to speak of; in other words, they were the opposite of what the NBA is supposed to be today. In fact, not only do they have deficiencies, but they do not even have the tools or resources to resolve those deficiencies.

"I cried because I just don't understand how a 2-year-old could be outside and you not know", said Crystal Lucas, a neighbor.

Neither the victim's name nor her official cause of death are known at this time.

"That is one of the things parents don't quite realize", Trnka said, urging parents to ensure their kids wear layers of clothes and monitor how long they are outside for.

When authorities knocked on her door, Lucas says she recalls being anxious before bursting into tears.

The dispatcher patiently instructed the hysterical mother to breathe into her child's mouth and start chest compressions while she waited for help, counting with her: "One, two, three, four". "I've had to take the baby home because she'll be outside playing. It was a few times that I had to take both of her kids home".

Adding, 'It's just a very sad situation.
