Durbin continued, "it's outrageous that the White House would undercut months of bipartisan efforts by again trying to put its entire wish-list of hard-line anti-immigrant bills-plus an additional $18 billion in wall funding-on the backs of these young people".

Now, Trump is using the DACA card to force the Democrats into a position of surrender on funding his administration's demands for the border wall.

The administration has now provided one of its most detailed blueprints of how the president hopes to carry out a signature campaign pledge.

The Trump administration has proposed spending $US18 billion over 10 years to significantly extend the border wall with Mexico. "With this demand, he seems to be heading in that direction", Durbin said in a statement.

For at least the past four months, Democratic and Republican senators have been meeting behind closed doors to try to fashion legislation that would protect at least 700,000 undocumented immigrants who were brought into the United States as children.

Democratic lawmakers have already rejected that compromise, and the standoff could lead to a federal government shutdown.

On October 8, the White House released a list of immigration "principles" Trump wanted in return for giving Dreamers legislative protection from deportation. "Bipartisan negotiations continue in good faith among senators who understand what is at stake, and I will continue my efforts to reach a bipartisan agreement".

Trump is basically saying that he will not fix granting "amnesty" to DACA recipients unless he gets the funding required for the wall and related expenditure.

Trump also said he wouldn't sign unless Congress agrees to overhaul the legal immigration system, telling reporters at Camp David that any deal must include an overhaul of the family-based immigration system, as well as an end to the Diversity Visa Lottery.

'Those are things that he's insisted upon, ' and Democrats would have to embrace them along with border security, said Cornyn.
