U.S. envoy says 'actual dialogue' wanted with N. Korea

At a UN Security Council meeting on Saturday, US Secretary of State Rex Tillerson said that it was the responsibility of the North Korean regime to care for its own people.

Tillerson rejected the argument that the USA bore any blame and made clear that there would be no let-up in his campaign to squeeze North Korea and steadily choke off its diplomatic channels and means of financial support.

He stated that there is "no daylight between the President's policy and the pursuit of that policy" on North Korea, addressing questions about a possible rift between the White House and State Department on starting talks with Pyongyang.

The sanctions are estimated to decrease North Korea's export revenue by $2.3 billion.

North Korea's friends and enemies joined forces Friday in opposing its determination to be recognized as a nuclear weapons state and calling on leader Kim Jong Un to negotiate the denuclearization of the Korean Peninsula - but the North gave no sign of budging on its nuclear ambitions.

Tillerson referenced China's decision to cut off North Korea from oil in the past was a successful tactic. North Korea continues to develop its nuclear and missile capabilities. Kim Jong-un is seeing disunity, even within the USA administrative, and he is now armed with sophisticated weaponry, ready to strike out if threatened.

Kaka posted a prayer on Twitter to announce his decision to hang up his boots, writing that he is "ready for the next journey". Kaka said that he would like to remain linked professionally to soccer, perhaps as a manager or sports director of a team.

"We'd like to have Russia's help - very important", said Trump. "We've said from the diplomatic side we're ready to talk anytime North Korea would like to talk, and we're ready to have the first meeting without precondition", Tillerson said on December 13. "We will, in the meantime, keep our channels of communication open", Tillerson said.

Tillerson called on the two world powers with the closest economic ties to North Korea to increase pressure over the pariah nation's nuclear and missile programs, and go beyond full implementation of U.N. sanctions.

During the United Nations meeting, Tillerson urged countries to continue to stick to the sanctions and specifically called out Russian Federation and China to increase pressure.

China's deputy United Nations ambassador Wu Haitao said "the core of the nuclear issue is security".

North Korea has conducted more than 20 ballistic-missile tests during 2017 as well as its most powerful nuclear explosion to date.

He said the USA does not want war but "will use all necessary measures to defend itself against North Korean aggression". This is obviously in the remarks of UN Secretary General Antonio Guterres, who stressed the need to immediately reestablish communication channels with North Korea. "We do not regard this claim as an empty threat". Guterres said he was concerned about "unintended escalation or miscalculation", which he said was being increased by "misplaced confidence, risky narratives and the lack of communications channels".
