Opinions divided on 2018 United States renewable fuel requirements

Opinions were divided on levels the U.S. Environmental Protection Agency (EPA) set for usage of renewable fuel in 2018 under the Renewable Fuels Standard (RFS) program.

Industry officials say biodiesel demand is greatly affected by the EPA's required levels, and that this new volume will stunt growth.

The head of the leading US ethanol industry trade association applauded the EPA's decision to keep a 15-billion-gallon mandate for conventional biofuels. The total renewable fuel volume is 19.29 billion gallons, which includes 15 billion gallons for conventional biofuel.

Grant Kimberley, executive director of the Iowa Biodiesel Board, said the new figures "send a weak signal to the market at a time when our plants could significantly increase production and expand capacity". The 2018 rule stalls the steady and significant growth the volume requirements have seen under the program in every year since 2014.

"Unfortunately, it appears that EPA did exactly what Senator Grassley demanded, bowing the knee to King Corn", Chet Thompson, AFPM's president and CEO, said, referring to the Republican senior USA senator from Iowa.

However, the National Biodiesel Board noted that the EPA recommended only 4.29 billion gallons of advanced biofuels and 2.1 billion gallons of biomass-based diesel, a reduction and a flatline, respectively, from a year ago. Earlier this year, the EPA was considering lowering the overall volumes used in the United States for 2018, but Thursday's announcement kept standards near this year's marks. She also noted a desire for a more substantial cellulosic boost and said EPA "must take bold steps toward growth" of the RFS.

The announcement of final 2018 renewable fuels volumes brought a mixed reaction in Iowa on Thursday.

The EPA's requirements were only slightly higher than 2017 for most fuel types, and decreased for cellulosic ethanol.

Other members of the Iowa congressional delegation expressed similar sentiments; Grassley was among them, but in Wednesday's release he said he's also not surprised.

"Administrator Pruitt, therefore, faces the daunting task of implementing a broken program that was based on incorrect assumptions made over a decade ago", Macchiarola said in a statement. The 2019 biodiesel amount is set for 2.1 billion gallons, according to Growth Energy.

Iowa Senator Joni Ernst points to future numbers of the RFS says, "I am disappointed that the 2019 biodiesel numbers were held flat at the bare minimum level that the Administrator committed to".

Grassley, Ernst, King, Young, and Loebsack all ended their statements with an emphasis on their continued commitment to advocating for and defending the Renewable Fuel Standard and the USA biofuel industry.
