Kenya's electoral commission said it would change personnel and processes to prepare for a new presidential vote.

It was the third time in a row that Odinga cried foul, having claimed he was cheated out of rightful victory after losing elections in 2007 and 2013. Thousands were missing when official results were declared, so opponents could not check totals.

Paul Muite, representing the electoral commission, said there is no law that specifies the forms for tallying presidential ballots must have security features.

In one unexplained incident, the head of information technology for Kenya's Integrated Electoral Management System, Chris Msando, was found murdered days before the vote.

The ruling adds uncertainty to the Kenyan economy, according to Emma Gordon, senior East Africa analyst at risk consultancy Verisk Maplecroft.

The country's stock exchange temporarily halted trading after blue chip shares plummeted in response to the decision.
