Trump arrives in Texas as two Houston reservoirs overflow

The National Hurricane Center (NHC) first predicted that the storm, newly reformed in the Gulf of Mexico after having dissipated a few days earlier, had the potential to become a tropical storm threatening Texas.

According to Fox & Friends on Tuesday morning, this flooding event in Texas is going to take "years" of recovery, not a year but "years", according to officials they spoke with during their show.

The multiple enormities of this event - the magnitudes of the populations involved, the multiple threats (wind, surge and rain) posed by the storm at landfall, the volume of rain falling after landfall, and the enormous area covered - closed off options that might have been available in lesser storms. The water is being released from the Addicks and Barker dams into Buffalo Bayou, the main body of water running through Houston.

Both reservoirs are at record levels and the release of water means more homes and streets will flood, with some homes inundated for up to a month, said Jeff Lindner of Harris County Flood Control District.

The coast guard said it had rescued more than 3,000 by boat and air, and was taking more than 1,000 calls per hour.

A Texas Department of Public Safety helicopter provided a floodlight early Tuesday to guide rescuers to the people in the water.

The National Weather Service (NWS) said the worst of floods were expected on Wednesday and Thursday, Reuters reports, although there is still uncertainty about the storm's path.

The reservoirs, located on western outskirts of Houston, are about 17 miles away from downtown Houston.

The storm marks the first time Trump has been tested by a major natural disaster at the start of his administration. On Sunday, the president held a teleconference with top administration officials to discuss the federal effort.

It could creep as far east as MS by Thursday, meaning New Orleans, where Hurricane Katrina unleashed its full wrath in 2005, is in Harvey's path. Foreboding images of Harvey lit up weather radar screens early Tuesday, the 12th anniversary of the day Katrina made landfall in Plaquemines Parish.

Portions of Brazoria County, due south of Houston, had been under a mandatory evacuation notice since Sunday.

The National Hurricane Center says heavy rain from Harvey is expected to worsen flooding in Southeast Texas and southwestern Louisiana.

The Addicks Dam is still releasing the maximum planned amount of almost 4,000 cubic feet per second downstream, the Corps of Engineers said.

Some fear that may be more than the nation's fourth-largest city could bear. "This may end up being one of the worst flood disasters in USA history".
