Tillerson to Lavrov: Russian meddling led to mistrust

United States Secretary of State Rex Tillerson is expected to arrive Saturday in Manila to take part in the Association of Southeast Asian Nations (ASEAN) Regional Forum.

The US did not release a statement after the talks, and Tillerson didn't respond to shouted questions from reporters.

The top American and Russian diplomats are meeting for the first time since President Donald Trump reluctantly signed into law a package of new sanctions targeting Moscow.

US Congress and a special prosecutor are investigating allegations that Russians managed to tip the results of the historic vote previous year in US President Donald Trump's favour.

Speaking on Rossiya24 state TV, Lavrov also said Tillerson told him the United States' special representative on Ukraine, Kurt Volker, a former USA envoy to North Atlantic Treaty Organisation, would meet a senior aide to Putin, Vladimir Surkov, "in the nearest future".

US intelligence agencies have said Russian Federation interfered in last year's election to damage Democrat candidate Hillary Clinton.

"And trying to help him understand just how serious this incident had been and how seriously it had damaged the relationship between the USA and the American people and the Russian people, that this had created serious mistrust and that we simply have to find some way to deal with that", Tillerson said he told Lavrov.

The police recommendation does not carry any legal weight and it is for prosecutors to decide whether to press charges or not. According to the report, Attorney General Avichai Mandelblit has made a decision to seek an indictment in the coming days.

The sanctions are also aimed at stopping Russian Federation from meddling in USA elections, but Moscow denies ever doing this.

Jennings also said that the United States embassy in Manila stated on Friday that the United States would push Southeast Asian countries to "downgrade diplomatic engagements and exchanges" with North Korea before the Asean Regional Forum which Tillerson would also be attending in Manila next week.

Russian Federation will speed up work on reducing its dependence on USA payment systems and the dollar as a settling currency in response to US sanctions, Deputy Foreign Minister Sergei Ryabkov said on Monday. We hope that our contacts with the United States will continue also in relation to other aspects, both military and political, of the Syrian settlement. Otherwise, Ryabkov warned, the USA will be able keep Russian Federation "on the hook, which is exactly what they (the US) want". Discussions are also continuing on expanding the U.S.

At the same time, Trump's administration has been in a state of flux: he fired first his national security advisor, then the head of the Federal Bureau of Investigation, then in quick succession his press secretary, his chief of staff and his director of communications.

Last month, the sides agreed to "exchange scheduling proposals in the near future" for that dialogue and for talks on extending New START, a 2010 accord that requires them to cut deployed strategic nuclear forces to 1,550 warheads and 700 delivery systems by Feb 5 2018. The next stages in settling the Syrian conflict were discussed too, including steps to build on the memorandum on establishing a de-escalation zone in Syria's southwest, agreed between Russian Federation, the United States and Jordan in July.

He said he met Mr Lavrov to "help them understand how serious this incident had been and how seriously it damaged the relationship".
