DHS hopeful Clarke denies plagiarism in master's thesis

Clarke immediately took to Twitter to attack the report, saying it was the reporter's "MO" to "accuse plagiarism".

Without commenting on the claims in their reporting, Sheriff David Clark snarled at the CNN team that says he plagiarized repeatedly almost four dozen times in his master's thesis.

Milwaukee County Sheriff David Clarke, who recently said he has accepted a position as assistant secretary at the Department of Homeland Security, plagiarized at least 47 parts of his master's thesis, CNN's KFile reported on Saturday.

Clarke now oversees the Milwaukee County Jail, where one newborn baby and three inmates have died since April 2016.

The Naval Postgraduate School in Monterey, California, removed his thesis from its website late Saturday.

"Other sources Clarke lifted words from include: the 9/11 Commission Report, a 2011 article in the Homeland Security Affairs journal, the Pew Research Center, a 2012 report by the Constitution Project, a 2003 report by the US General Accounting Office, a 2011 Brennan Center report, a 2013 Washington Post article about the Foreign Intelligence Surveillance Court, Comparative Homeland Security: Global Lessons, a textbook by Nadav Morag, and Safe Cities Project, a research paper published by the Manhattan Institute", CNN said, as well as passages from George W. Bush's memoir Decision Points.

In an email sent to the Milwaukee Journal Sentinel, Clarke said: "Only someone with a political agenda would say this is plagiarism".

Clarke campaigned for Trump during the 2016 election and has been one of his most prominent supporters since the election. For example, he called Black Lives Matter a hate group and called it "Black Lies Matter".

In a tweet later that day, however, the department said appointments are official when they are announced by the secretary, and no announcement was made Wednesday or since then.

This month, a Milwaukee jury recommended criminal charges against seven Milwaukee County jail staffers in the death of Thomas, but ignored Clarke.

Clarke's office has come under scrutiny over four deaths that have occurred in his jail since 2016, including an incident in which an inmate gave birth to a stillborn baby.

Thomas was found dead in his jail cell nine days after he was arrested in connection with a shooting.
