North Carolina gov. signs bill to repeal 'bathroom law'


But with the new measure, "we begin to end discrimination in North Carolina".

The national American Civil Liberties Union (ACLU), the ACLU of North Carolina, Lambda Legal and a private law firm announced a year ago that they had filed a federal lawsuit challenging HB2 on behalf of four LGBT North Carolinians and members of the ACLU of North Carolina.

Cooper acknowledges that it's not a ideal deal and stops short of many things the state needs to do.

"If you say, well you can't go to that region because of state law, it puts everybody in a hard place obviously", Emmert said. In a brief statement Wednesday, Cooper - whose razor-thin victory over McCrory in November was attributed in large part to voter frustration over the national backlash from House Bill 2 - said that the measure "begins to fix our reputation".

The Associated Press calculated that the state made $71.4 million from 28 neutral-site NCAA events in the five academic years ending last spring.

The NCAA made a bold and commendable decision last March when it chose to pull championship events from the state of North Carolina because of a discriminatory law against transgender people.

"I don't know why any of these people thought they could use the exact secret process and incompetence that got them into this problem to get them out of this problem", Mara Keisling, executive director of the National Center for Transgender Equality, said in an interview Friday.

"For individuals who are looking to either affirm or impede the lives of transgender people, for laws to come up during this frame makes ideal sense", Rohrer said.

"I am torn apart, because I want to support my governor", she said in a House debate.

The bill forces transgender individuals to use restrooms and locker rooms in schools and other government buildings that match the gender that's printed on their birth certificate as well as discriminated gay and transgender people from discrimination protections.

HB 2 was passed in response to an ordinance in Charlotte, the state's largest city, that permitted transgender people to use the bathrooms matching their gender identity.

Rights groups strongly condemned the latest deal, with the Human Rights Campaign warning that any lawmaker who supports it is "no ally of LGBTQ people". Just as with North Carolina lawmakers, the sports organizations were most likely looking for a quiet exit - and this bill provides at least that much.

NCAA President Mark Emmert did not make any promises in a news conference Thursday evening to return Greensboro to "Tournament Town".

The law prompted the NCAA, NBA, Atlantic Coast Conference and other businesses and popular music acts like Bruce Springsteen and Pearl Jam to pull out of North Carolina.

"It's not a ideal deal, but it repeals House Bill 2 and begins to fix our reputation", Cooper said.

"At worst it is a betrayal of principle", he said on the Senate floor.

The Senate and House passed a bill to repeal HB2 earlier in the morning before moving it over to Governor Cooper's desk.

The new measure cleared the House and Senate and was signed by Gov. Roy Cooper in a matter of hours.

"I believe with all my heart that this is the right thing to do", he said.
